The Office of Personnel Management is on the hunt for companies to provide training and other human resources services.

On OPM's behalf, the General Services Administration has released two requests for proposals for the Human Capital and Training Solutions (HCaTS) contract program. HCaTS is part of the new federal category management strategy, under which OPM will oversee human capital related procurement spending.The HCaTS RFPs support the first phase of OPM's work in managing the spending.

The acquisition will "ultimately will make it easier for federal agencies to get what they need in human capital services," said OPM Acting Director Beth Cobert in a written statement.

The RFPs are for two multiple-award contracts, HCaTS and HCaTS SB for small businesses. Winning companies will provide training and development, human capital strategy and organizational performance improvement services aligned to the Human Capital Assessment and Accountability Framework.
