General Services Administration officials looking to award its $50 billion IT services contract will soon be reaching out to potential bidders to assess their qualifications and financial information.

Alliant 2 lead contracting officer John Cavadias said in an April 7 blog post on the agency's Interact site that the Governmentwide Acquisition Contracts team for the Alliant 2 Unrestricted contract has moved to the source selection phase and would be contacting bidders to verify information related to their financial form 527 submissions and the small business subcontracting plans.

"These processes are the government taking steps to adequately complete their evaluations of proposal documents received," the blog post said. "If an offeror does not receive a call or email from a member of the A2 team, it means no further information is required by the team at this time to complete a proposal evaluation."

"Award determinations on A2 are not expected to occur for several months," he added. "Until that date of award announcement, there will be no information disseminated to the public on the current status of any offeror’s ranking or score."

GSA financial form 527 details a contract bidder’s eligibility for a government contract, including assets, liabilities, government financial aid and indebtedness and other information.

Cavadias said that not all bidders should expect to receive contacts from GSA finance officials, while others could be asked to clarify their small business subcontracting plans "for purposes of continued evaluations."

The contracts’ request for proposal provides for up to 60 contract awardees determined on an evaluation scheme where bidders assign themselves points in four categories to determine the "highest technically rated" bid "with a fair and reasonable price."

The IT contracts’ RFP was allowed to move forward on Jan. 17 after the Government Accountability Office dismissed protests by four contractors that claimed the awardee limit was too low.

Alliant 2 Unrestricted and Alliant 2 Small Business contracts are expected to be awarded in fall 2017.
