Several federal contractor industry groups are requesting the Obama administration delay the Fair Pay and Safe Workplaces rule (Executive Order 13673), which is set to begin on Oct. 25.
The rule, intended to help curb labor law violators, can’t be implemented properly because of a lack of reporting systems, according to the groups. Without the proper agency portals to report offenses, contractors could face confusion as to how to comply with the executive order’s policies of responsibility.
In addition, say the groups, bills in both the House and Senate could impact the application of the executive order, so it should not be enforced until clarified.
The following groups contributed to the letter requesting a stay: the Council of Defense and Space Industry Associations, the Aerospace Industries Association, American Council of Engineering Companies, IT Alliance for Public Sector, National Defense Industrial Association, Professional Services Council and the U.S. Chamber of Commerce.
